If you change your address–while living in Japan–you will have to notify your previous municipal office and your new municipal office of your new address within 14 days of the move.

Changing your address when moving to another city

The first thing you will need to do when you are changing your address  moving to another city, is to go to the municipal office where your previous address is registered
and notify them that you moved out of the city.
Because you will then need to acquire a Moving Out Certificate (Tenshutsu-shoumeisho).
Without the certificate you will not be able register your address at the new municipal office.

After receiving a Moving Out Certificate,
you can go to the new municipal office and submit the form for Moving-In.

Once finished, your new address will be printed on your Residence Card and My Number Card (plastic card) or My Number Notification Card (Paper version).
（Due to a revision of the law, the notification card was abolished on May 25, 2020.）

The procedure may change depending on the area you move to, but usually follows the pattern below.

Step 1　: Going to your previous municipal office

  •  What you have to bring : 
      Your Residence Card
  • Acquire a “Moving Out Certificate”

Step 2　: Going to your new municipal office

  •  What you have to bring :
     Your Residence Card
     Moving Out Certificate
     My Number Card (plastic card) or My Number Notification (Paper version).
  • Submit your “Moving Out Certificate”
  • Your new address will be printed on your Residence Card (and  My Number Card if you have it)
 
If you do not get a “Moving Out Certificate” you can not move in at a new city. Please tell them  if you have  friends who move.
 
The person who made the My number card with a ID photo does not have to have a “Moving Out Certificate”, right?
 
Is it made of plastic? If you have it, you do not need to have a “Moving Out Certificate”, but  the transfer process is required as usual. If you do not issue a certificate, there are important notes.
　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　
※Important Notes  (for The person who has the My number card with a ID photo)

You will need to enter your My Number card PIN at the counter when you report a transfer. Notify within 14 days from the date you start living at your new address, or within 30 days from the date you plan to move, whichever comes first. If you pass it, your My Number Card will be abolished and you will not be able to move in using the card. (Because the Moving-out Certificate information cannot be obtained from the Basic Resident Register network system.) In this case, you will not be able to move in unless you have a paper moving-out certificate issued by the city hall at the previous address.

From February 6, 2023, it is now possible to submit a Moving out notification online through Myna portal.
You can apply for a transfer notification from your smartphone using your My Number Card.

Changing your address when moving within the same city

When changing your address, after moving within the same city, you will need to go to the municipal office (same as your previous address) and declare that your address has changed. As you are moving within the same city, you will not need a Moving Out Certificate. To change your address you will simply have to go to the municipal office and declare that your address has changed within the same city. Your new address will be printed on your Residence Card and My Number Notification.

Step : Going to your municipal office

  • What you have to bring :
     Your Residence Card
     Your My Number Card (if you have it)
  • Inform them that your address has changed
  • Your new address will be printed on your Residence Card and the My Number Card.

住所変更手続き

日本に在留中、住所を変更した場合、移転後14日以内に旧住所地と新住所地の両方の市役所に新しい住所を通知する必要があります。

別の区または市に引っ越す時に、住所を変更する

別の都市に移動した後に住所を変更する場合、最初にする事は、以前の住所が登録されている市役所に行き、転出届出をし、「転出証明書」を発行してもらう事です。この転出証明書がなければ、新しい市役所で住所を登録することはできません。

転出証明書を受け取った後、新しい市役所に行き、転入届出をします。新しい住所が在留カードとマイナンバーカード(プラスティック）または 通知カード（紙）に印刷されます。
（法律の改正により、通知カードは令和２年５月25日に廃止されました。）

 

手順は、移動先のエリアによって異なる場合がありますが、通常は下記の通りです。

手順1：以前の市役所に行く

  • 持参するもの：在留カード
  • 「転出証明書」を発行してもらう

手順2：新しい市役所に行く

  • 持参するもの：在留カード、マイナンバーカード、転出証明書
  • 「転出証明書」を提出する
  • 新しい住所が、在留カードとマイナンバーカードに印刷されます
 
「転出証明書」をゲットしていかないと新しい市で転入手続きできないよ～、って引っ越すお友達がいれば教えてあげて下さい
 
写真付きのマイナンバーカード作った人は「転出証明書」なくてもいいんでしょ～？
 
プラスチックのやつ？それ持ってたら「転出証明書」無しでも良いが、転出手続きは通常通り必須です。証明書を発行しない場合、重要な注意事項あります。
※重要な注意事項（写真付きマイナンバーカードで転入届出する方へ）

転入届出の際に窓口でマイナンバーカードの暗証番号の入力が必要です。新しい住所に住み始めた日から14日以内、もしくは転出予定日から30日以内のいずれか早い日までに届出をします。もしそれを過ぎると、マイナンバーカードは廃止となり、カードを利用した転入ができなくなります。(転出証明書情報が住民基本台帳ネットワークシステムから取得できないため。)　この場合、前住所の市役所が発行する紙の転出証明書を持ってこないと転入出来ない、という面倒な事になってしまいます。

 
令和5年2月6日より、マイナポータルから転出届をオンライン申請できるようになりました。

同じ区内または市内で、住所を変更する

同じ市内で住所を変更する場合、引っ越した後、市役所に行き、住所が変更されたことを届出する必要があります。同じ市内を移動する場合、転出証明書は必要ありません。新しい住所は、在留カードとマイナンバーカード（プラスティック）または通知カード（紙）に印刷されます。

手順：　市役所に行く

  •  持参するもの：在留カードとマイナンバーカード
  • 住所が変更されたことを伝えます
  • 新しい住所は、在留カードとマイナンバーカードに印刷されます
