The easiest way is get the family register certificate (Koseki) via your relatives(mother, father, Grand parents) who live in Japan currently.
If you don’t have any relatives who live in Japan currently, ask someone (your siblings and friends..) in Japan to get thekoseki.
In that case, a “Power of Attorney (Inin-jyō )” is required. Your proxy needs to bring his/her ID as to take the Koseki.
Apply to the City Hall of your permanent domicile (Honseki-chi) .
The koseki database is maintained by individual cities.
It cannot be issued even if you go to a city hall that is not your permanent residence.
When ordering your Koseki by yourself.
What you need

● Copy of ID
● Fixed amount money order (Teigaku Kogawase)
● Reply envelope (Henshinyō Futō)
Mail to the city hall where your domicile is located.
Be sure to write your telephone number in the application form. Even if there are deficiencies, it may be possible to confirm by phone.
If you forget to put a stamp on the reply envelope, it will not be sent until you send the stamp.
Be sure to write the address and your name on the reply envelope. It must have the same address and name as the ID.

郵送で戸籍を取り寄せる
最も簡単な方法は、現在日本に住んでいるあなたの親族（母、父、祖父母）を通して戸籍証明書を取得することです。
現在日本に住んでいる親族がいない場合は、日本にいる誰か（兄弟や友達など）に依頼してください。
その場合は「委任状」が必要です。代理人は、窓口で代理人のIDの提示を求められます。
戸籍は本籍地がある市のみで維持されます。本籍地でない所の市役所に行っても発行できません。
自分で戸籍を郵送で取り寄せる場合。

●ＩＤのコピー
●定額小為替
●返信用封筒
を本籍地がある市役所へ郵送します。
申請書には電話番号を必ず記入する。不備があっても電話で確認で済む場合があるので。
返信用封筒に切手を貼るのを忘れると、切手を送るまで送ってもらえないので注意です。
封筒に住所・名前も必ず書く。ＩＤと同じ住所・氏名である必要があります。
定額小為替は郵便局で購入します。
