Foreigners registered with Basic Resident Registration System in Japan as of April 27, 2020, are eligible, too.
The municipalities will send an application form by mail.
- Fill in the application form
- Identification documents (copy of residence card, driver’s license, etc.)
- Transfer account confirmation documents (Copy of a bankbook, cash card or printed screen of an online banking service which shows the name of financial institution, account number and the name of account holder)
Send the above 3 items to your municipality.
Please apply within three months of the date of the start of applications.
Please apply for the whole family together.
For a family of four, 400,000 yen will be transferred to the bank account of the head of household.
The head of household must have the My number card with ID photo.
Household members can apply together without having it.
Even if you hurry to make a My number card now,
You cannot get the card the same day.
When you make a card, a postcard will arrive about a month after you apply, so you can go to the city office and set a password to receive the card.
If you want to make a My number card for this benefit, the mailing procedure is faster.

Has the PIN (6 to 16 digit alphanumeric characters) of the signature digital certificate been registered?

If you register only a 4-digit password, you will not be able to apply online.
To those who have properly registered a 6-16 digit password
If you enter the wrong password 5 times in a row, it will be locked. The number of mistakes is not erased even on the next day. If you make a mistake 5 times in a row, it will be locked, so be careful. (4 digit password is 3 times.) It can be canceled only by going to the city hall.

令和2年4月27日時点の住民票登録をしていれば対象です。
必要事項を記入し、
- 申請書
- 本人確認書類（在留カード、運転免許証などのコピー）
- 振込口座確認書類（金融機関名、口座番号、口座名義人が分かる通帳やキャッシュカードのコピー、インターネットバンキングの画面の写し）
以上3点を自分の住民票がある市区町村へ郵送します。申請期限は、郵送方式の申請受付開始日から３カ月以内です。
世帯主に届いた申請書で世帯全員の分も一緒に申請します。
4人世帯であれば40万円が世帯主の口座に振り込まれます。
世帯主が写真付きのマイナンバーカードを持っている必要があります。
世帯員は持っていなくても一緒に申請できます。
今、急いでマイナンバーカードを作ろうとしても、
カードは即日もらえません。
カード作成は、申請してから1カ月くらい経つとハガキが届くので、役所に行ってパスワードを設定しやっとカードを受け取れます。
今回の給付金のためにカードを作るのであれば、郵送手続の方が早いです。
もうすでにマイナンバーカードを持っている方でも
署名用電子証明書の暗証番号（6～16桁の英数字）を登録してあるか？
ちゃんと覚えているか？は重要です。
４桁のパスワードだけしか登録してないと、ネットから申請できません。
6～16桁のパスワードもちゃんと登録してある方へ
パスワードは連続5回間違えるとロックされてしまいます。次の日になっても間違えた回数はゼロになっていません。連続で5回間違えるとロックがかかるので気を付けてください。（４桁のパスワードは連続3回でロック。）解除は役所に行かないとできません。
